Leon Perlman is the owner of a South African site called CellularOnline hosted at cellular.co.za and a number of mirror sites. This site is primarily made up of affiliate links and material copied from other sites, including shopforphones.co.uk.

Usually in these circumstances we request the site owner to remove the copied material, but in our view we felt that this was unlikely to be acted on by Mr Perlman, so we have reluctantly decided to deal with this issue by serving DMCA notices (such as this one) as we feel that the enforcement of intellectual property laws in South Africa is clearly not a priority for its citizens or the authorities.

In addition to running CellularOnline, Leon Perlman is also the chairman of Wireless Application Service Provider Association (WASPA) - a self-styled South African consumer rights watchdog. Presumably Mr Perlman's fairly illustrious colleagues on WASPA are unaware of his transgressions.

The CellularOnline copyright statement makes interesting reading:

We have no knowledge of any infringement of copyright on our site, or in the products we provide.

Which can only lead us to believe that whoever copied-and-pasted our web pages into theirs has a very short memory.

Which given the circumstances is clearly a false assertion.
